Noreen Roche-Carter was appointed to the position of Treasurer in January 2000.  She oversees all Treasury Operations activities including Debt Management, Cash Management and Banking, Financial Planning and Forecasting; and Property and Casualty Insurance.  She is responsible for the development and implementation of capital borrowing strategies to insure that the capital and cash needs are met. As custodian of the District’s funds she is responsible for directing investment activities and establishing banking arrangements for the District.

Since 2002 Ms. Roche-Carter has served as the Chair of the Large Public Power Council’s Tax and Finance Task Force. From 2007 through 2009 she served on the Municipal Securities Rulemaking Board’s Issuer Advisory Group.
